Purchased from Ti Cycles. Seems like a "MTB" Double-bend. 
Product is mostly smooth, some stays have mandrel marks that seem cleanable.

27x16mm oval for most of the length; 290mm
Stay bends in the 16mm direction (80mm from oval end)and the 27mm vertical tapers to round
Round end lasts does not have a flat before beginning the taper, which last 170mm.
